What level of creme developer should I use?

My hair is currently dark blonde, and I’m coloring it a really light strawberry blonde/red. I want the absolute brightest results possible… I have some 40 volume creme developer but I’m not sure if that’s the right kind that I need?
Oh and it also says to mix the developer in with my permanent hair dye… Should I do that or do I apply it before?
