How long could a system developer keep up the pretence ?

The system he promised to deliver isn’t ready. He moves staff around so they can’t pinpoint the problem. (The problem is really the system developer himself).

Why wouldn’t a safety-critical software developer search obsessively for bugs that might harm his system ?
