What is the best tracking software to keep an eye on my teens? Any free downloads?

I have 2 girls 14 and 13, they have been online and I have caught them doing a couple things they should not be doing. I moved the computer into the family room so we could keep a better eye on them and we still found them on sites they should not be on.
